Smart Parcel Lockers Are Redefining Malaysia’s “Last Mile”

In the wave of e-commerce growth, last-mile logistics transformation is quietly taking place in Malaysia. Smart parcel lockers have evolved from niche pilot projects into large-scale competition among multiple players, becoming a core track for logistics upgrades in just over a decade.

Behind this development lies the continuous rise of e-commerce penetration, the urgent need to solve last-mile pain points, and the dual transformation of Malaysia’s digital infrastructure and consumer behavior.

In this issue, we follow the timeline of origin - growth - present - future to explore the full development journey of smart parcel lockers in Malaysia.

01. Origin

The development of parcel lockers in Malaysia can be traced back to around 2016.

In May 2016, national postal operator Pos Malaysia officially launched the Pos Laju EziBox service, piloting 60 locations across Kuala Lumpur, Selangor, Johor, and Terengganu. Lockers were installed at LRT stations, post offices, universities, and petrol stations—marking the first technological response to the “last-mile” challenge by the national postal operator.

The early EziBox model was simple: couriers stored parcels in lockers, and customers received a one-time PIN via SMS to collect items within 48 hours.

At that time, parcel lockers were still unfamiliar to Malaysian consumers. According to Parcel Monitor data in 2019, only 5.8% of Ninja Van parcels were delivered to collection points, with most consumers still preferring doorstep delivery.

02. Expansion Phase

2019 was a key year for network expansion.

In August 2019, Lazada e-Logistics Malaysia partnered with Sunway PopBox, enabling users to select PopBox as a delivery option at checkout. At that time, PopBox had already deployed 80 locations across the Klang Valley. (Source: Sunway Group Press Release)

In April 2019, Ninja Van partnered with RapidKL to deploy 86 Ninja Box lockers along LRT stations.

The COVID-19 pandemic (2020–2021) completely reshaped the industry.

The pandemic accelerated demand for contactless delivery.

By 2021, EziBox usage averaged 23%, but failed delivery rates rose from 29% to 32%, highlighting the limitations of traditional delivery and indirectly boosting locker demand.

03. Current Stage

Malaysia’s smart locker ecosystem is now rapidly evolving with accelerated technological upgrades.

The industry has shifted from SMS-based PIN systems to app-based ecosystems.

As of June 2024, PopBox operates over 280 locations, including malls, offices, residential areas, and campuses.

Its app supports iOS, Android, and Huawei platforms, with 60,000 monthly active users and 90,000 monthly transactions.

Services have expanded beyond pickups to include sending, returns, and temporary storage.

Parcel Depot Technologies has also piloted temperature-controlled lockers for medicine and food delivery.

However, structural challenges remain:

Uneven coverage—most lockers are concentrated in Klang Valley, while East Malaysia and smaller towns remain underserved.

Fragmented ecosystems—different operators run separate apps and systems, creating inefficiencies and poor user experience.

04. Future Outlook

Malaysia’s e-commerce market is in a high-growth phase.

It is expected to reach USD 10.6 billion in 2025 and grow to USD 23.1 billion by 2031, with a CAGR of 13.67%.

Parcel locker market value is projected to grow from USD 1.08 billion in 2025 to USD 2.87 billion in 2031.

Interoperability will be the next breakthrough—users may access multiple locker networks via a single app.

Green logistics is also emerging, with studies showing up to 60% carbon reduction when using lockers instead of doorstep delivery in dense urban areas.

Next-generation lockers will evolve into IoT-enabled smart nodes with predictive maintenance and cloud analytics.

From the first EziBox in 2016 to hundreds of lockers nationwide today, Malaysia’s smart locker journey has spanned nearly a decade.

Driven by COVID acceleration, logistics giants, and local innovators, the ecosystem has grown rapidly.
